Position Overview

Paysys Global is an international advisory firm dedicated to accelerating innovation and the digital transformation of global economies. With the aim of building more inclusive financial systems, we work with public and private sector clients and partners, such as including central banks, financial institutions, mobile network operators, donors, and investors, to promote the development of safe, efficient national payment systems and to strengthen digital finance ecosystems globally.

Paysys Global (PSG) is a key advisor and partner on a project supporting the Worldwide Foundation for Credit Unions (WOCCU), the Association of Asian Confederation of Credit Unions (ACCU), and national credit union associations in the Philippines and Indonesia to establish an interoperable retail payment scheme and switch (also referred to as a platform) for credit unions (CUs). The scheme and platform will be designed based on the principles of the Bill & Melinda Gates Foundation’s (BMGF) Level One Project (L1P) and will enable CUs and other interested stakeholders to offer interoperable, real-time digital payments to their members. The project will expand access to digital financial services (DFS) to underserved populations, thereby accelerating digital financial inclusion in both the Philippines and Indonesia.

In PSG’s role as advisors on this project, we are working with WOCCU, ACCU, and the national CU associations across both technical implementation and project management functions. We are looking for qualified candidate to join our team as an Resident Advisor (RA) to advise local stakeholders and provide day-to-day technical implementation and project management support as PSG’s on-the-ground resource.

The ideal candidate will have local operational and/or advisory experience (ideally both) in Indonesia. The RA should also have demonstrated experience of successful integrations of front-end and back-end systems, specifically in the design and implementation of digital financial services (DFS) and payments. The overall project plan will be developed and led by PSG management and the RA will be responsible for execution of the day-to-day activities and deliverables.


The RA will be responsible for working with the PSG project team on the following:

  • Undertake project management to ensure implementation of the technical activities in a technically sound and timely manner

  • Provide technical assistance to national credit union associations, primary credit unions, and other relevant actors to establish the scheme and platform

Administrative Activities

  • Create and manage a detailed project plan for end-to-end implementation of the project

  • Manage day-to-day project monitoring, reporting, and communication, including risk management, issue management, and scope and change management

  • Report on project implementation on a monthly basis

  • Document agreed deliverables, disseminate lessons learned throughout the implementation process, draft focus notes to inform stakeholders, and contribute to the body of knowledge on interoperability across the globe

  • Coordinate and work closely with local WOCCU project staff

  • Represent PSG in external events

Advisory Activities

  • Support the national credit union associations and CUs in the design and development of the optimal payment system architecture, technical and operational rules and standards, and security and fraud management systems

  • Guide the stakeholders in the integration of systems and applications, such as core banking systems, integration layers, payment platforms, front-end channels, and back-end systems

  • Support in drafting of RFPs and evaluation of payment technology vendor proposals

  • Support the CUs to engage and partner with national payment system actors

  • Support the CUs to increase their capacity to connect to the interoperable platform

  • Support the CUs in the successful launch of digital payment services

  • Deliver customized and targeted workshops, trainings, and presentations to CUs

  • Contribute to project deliverables, including drafting reports and presentations on subject matter expertise

The ideal candidate

The ideal candidate will possess the following qualifications:​

  • At least 10 years of work experience with a bachelor’s degree (master’s degree preferred)

  • 10+ years of experience working with operational rules for automated clearing houses, real-time payment system operators, international card schemes, payment processors, and/or fintechs, or experience leading the payment technology implementations of financial institutions

  • Experience engaging with stakeholders across the payments ecosystem, including financial institutions, fintechs, payment processors, digital payment providers, merchants, government entities, and e-money issuers

  • Experience in IT architecture / development of payment processing IT systems and ISO8583 and ISO20022 messaging

  • Understanding of local DFS and payment regulations and key industry actors

  • Good working knowledge of web-based services utilizing APIs

  • Natural collaborator, with excellent communication skills

  • Strong project management skills and the ability to structure, manage, and coordinate complex cross-functional projects and processes with multiple stakeholders at both senior and junior levels

  • Demonstrated business development and client-facing experience

  • Experience of working with Agile and traditional methodologies

  • Comfortable working closely but remotely with a small team across different time zones

  • Excellent written and spoken English

  • The position is based in Jakarta
